How we compared them
We compared each tool on what a small professional-services firm actually pays and does: published plan prices, per-booking fees, how many users are covered for free, and whether travel booking and expenses live in one place. Prices below come from the vendors' public plan information as summarized in recent third-party pricing write-ups (linked under each table). Pricing changes often, so confirm the current numbers on each vendor's site before you sign anything.

Navan: best for firms that travel every month
Navan puts flights, hotels and cars in the same app as expense reports. When someone books a trip, the cost is already on the expense side, so nobody photographs receipts or rebuilds a report at month end. For small companies, travel booking on the business plan carries no subscription or booking fee; Navan earns from travel suppliers instead. Expense tracking is free for the first five people who submit expenses in a month, then roughly $15 per active user.
That pricing is why it suits a small firm: a five-person practice can run travel and expenses without a monthly bill. Where it is weaker is at very low volume. If the firm travels twice a year, learning a new tool costs more time than it saves. Larger companies sign custom contracts, but that is outside what most small firms will need.

Perk (formerly TravelPerk): a free plan with a fee on every trip
Perk's Starter plan costs nothing per month, but each booking carries a 5% fee. Premium ($99/month) and Pro ($299/month) lower that fee to 3% and add support and policy features. A spend add-on covers expenses and cards for roughly $11–15 per user per month.
The math is simple: on $2,000 of monthly travel, the Starter fee is about $100 a month, which is close to what Premium costs. Perk is a reasonable choice for a firm that books a handful of trips a year and wants a polished booking tool without a commitment. For regular team travel, the per-booking fee adds up faster than Navan's model.
Expensify: best when you only need expenses
Expensify started as a receipt and reimbursement tool and is still strongest there. Its free tier covers basic receipt scanning, and paid plans start around $5 per user per month, with lower effective prices if the firm uses the Expensify Card. It now offers travel booking inside the app, but booking is not its core strength and booking fees are not clearly published.
Choose it if your people book travel themselves and your real pain is chasing receipts and getting reports to your bookkeeper. If you want travel and expenses handled together, Navan or Perk will do more of the work.

Is Navan really free for a small firm?
Travel booking on Navan's business plan has no subscription or booking fee for smaller companies, and expense tracking is free for the first five monthly active users. Above that, expense users cost roughly $15 each per month. Confirm the current terms with Navan, because pricing can change.
What happened to TravelPerk?
TravelPerk now operates under the name Perk. The plans and booking-fee model described above are Perk's current offering.
Can these tools track travel by client or matter?
All three let you tag expenses with custom fields or categories, which is how most firms map costs to a client or matter. Check the field options during a trial before you commit.
Do I need a company card?
No, but it helps. Each tool works with reimbursements, and each offers its own card that makes matching receipts automatic.
